The East Contra Costa Black Chamber of Commerce (ECC Black Chamber) operates as a fiscally sponsored initiative under the nonprofit Dream2b. As such, the Dream2b Board of Directors provides fiduciary oversight and legal governance for all ECCBCC activities.
